- Lead the setup and management of the factory quality system for a new manufacturing plant- Establish and manage quality functions including IQC, IPQC, and OQC teams- Develop inspection standards, quality procedures, and implement ISO 9001 quality management systems- Manage customer quality issues, coordinate customer communication, and support customer audits- Prepare quality reports and corrective action documentation such as 8D reports- Analyze quality issues in production processes and drive root cause analysis and continuous improvement initiatives- Conduct on-site quality inspections and utilize testing/measurement equipment to ensure product quality standards- Lead, coach, train, and evaluate quality team members- Coordinate quality-related matters with headquarters in China- Travel overseas or visit customer sites as required

Key Responsibilities:• Lead the full tender process from document review, estimation, pricing, and submission. • Prepare cost estimates, material take-offs, BOQs, and technical/commercial evaluations for M&E projects. • Manage RFQs, evaluate supplier and subcontractor quotations, and recommend vendor selection. • Develop competitive pricing strategies by analyzing project requirements and market conditions. • Coordinate with clients, consultants, suppliers, subcontractors, and internal teams throughout the tender process. • Support tender clarifications, customer negotiations, and pre-/post-tender meetings. • Supervise and develop the Tender team, ensuring accuracy, quality, and timely delivery of submissions. • Maintain tender documentation, identify risks, support contract preparation, and perform other duties as assigned.
