  • Job Description

    1. Strategic Purchasing & Planning
    - Develop and implement purchasing strategies for both domestic and international procurement.
    - Analyze market trends, pricing, supplier conditions, and global sourcing opportunities.
    - Prepare and manage the annual purchasing budget.
    - Identify opportunities for cost reduction and improve overall purchasing efficiency.
    - Develop and maintain purchasing policies, SOPs, and vendor evaluation processes.
    2. International Supplier Management & Negotiation
    - Source, evaluate, select, and develop suppliers locally and internationally.
    - Build and maintain strong long-term relationships with key suppliers.
    - Negotiate prices, MOQ, payment terms, lead times, Incoterms, and other commercial conditions.
    - Conduct supplier comparisons based on price, quality, delivery performance, and service.
    - Manage purchasing agreements and supplier contracts, including renewal and negotiation.
    3. Purchase Order & Order Management
    - Review and oversee purchase orders and purchasing documentation.
    - Monitor the status of local and international purchase orders.
    - Coordinate with suppliers and internal departments to ensure smooth order fulfillment.
    - Follow up on production and delivery schedules.
    - Provide regular purchasing and order status reports to management.
    - Resolve issues related to delayed orders, incorrect deliveries, or supplier performance.
    4. Import & Logistics Coordination
    - Coordinate international import activities with Shipping Agents, Freight Forwarders, and Customs Brokers.
    - Review import documentation, including:
    - Commercial Invoice
    - Packing List
    - Bill of Lading (B/L) / Air Waybill (AWB)
    - Certificate of Origin (COO)
    - Other relevant import documents
    - Monitor shipment schedules and ensure timely customs clearance and delivery.
    - Coordinate with logistics partners to minimize delays and additional costs.
    5. Compliance & Documentation
    - Ensure purchasing and import activities comply with company policies and applicable laws and regulations.
    - Review purchasing contracts, purchase orders, and commercial terms.
    - Coordinate with Finance and relevant departments regarding payment terms and documentation.
    - Maintain accurate and complete purchasing records and documentation.
    6. Cost Control & Performance Analysis
    - Analyze purchasing costs and Total Cost of Ownership (TCO).
    - Identify and implement cost-saving opportunities.
    - Prepare cost-saving and purchasing performance reports.
    - Monitor supplier performance based on OTIF, quality, delivery, and service levels.
    - Analyze purchasing data and provide recommendations to management.
    7. Team Management & Internal Control
    - Lead, supervise, and develop the purchasing team.
    - Assign tasks and monitor team performance.
    - Establish effective purchasing processes and internal controls.
    - Ensure purchasing activities are conducted accurately and efficiently.
    - Work closely with the Finance team to manage payment terms and purchasing-related cash flow.
    - Report key purchasing performance and issues to the CEO/CFO.

Qualifications

  • Requirement

    - Bachelor's degree or higher in Supply Chain Management, Logistics, Business Administration, Engineering, or a related field.
    - 8–10 years of experience in Purchasing, Procurement, Sourcing, or Import/Export.
    - At least 3–5 years of experience in a managerial or supervisory position.
    - Strong hands-on experience in international purchasing and overseas supplier management.
    - Strong knowledge of Import/Export processes, Incoterms, Shipping, Customs, and international trade documentation.
    - Proven experience in commercial negotiation with international suppliers.
    - Strong understanding of purchasing cost analysis, budgeting, and cost control.
    - Experience with ERP systems such as SAP, Oracle, Microsoft Dynamics, or other relevant systems is an advantage.
    - Good command of English, both written and spoken, for communication with international suppliers.
    - Strong leadership, negotiation, analytical, and problem-solving skills.
    - Ability to manage multiple priorities and work effectively in a fast-paced environment.
